GUJARAT STATE AGRICULTURAL MARKETING BOARD (GSAMB)
The Board was established in 1985 as per the provisions contained in section 34 and 34 A (1) of the Gujarat Agricultural Produce Market Act, 1963.

 CONSTITUTION :

The Board consists of 18 members as below:-
(A) Chairman to be nominated by State Government
(B) Nine Agriculturist members.
(C) Three Trader Members to be elected by Market Committees situated at various places of the State.
(D) The Secretary of Agriculture Department
(E) Secretary of Cooperation Department
(F) Registrar of Cooperative Societies.
(G) The Director of Agricultural Marketing.
(H) The Agricultural Marketing Adviser from Government of India Faridabad
(I) The Managing Director - Ex - Officio are other nominated Members on the Board.

FUNCTION OF THE BOARD :

The main functions of the Board are :
  • To co-ordinate the working of the market committee for developing the market yard /sub-yard.
  • To undertake the State level planning of the development of agricultural produce markets subject to directions of the State Government.
  • To administer the Development Fund.
  • To supervise and guide the market committees on request in respect of the preparation of plans as also the construction of infrastructural facilities in the market yards.
  • To assist, undertake collection, compilation and publication of market intelligence and statistics as also to promote market survey and conducting research in the filed of agricultural marketing.
  • To promote and undertake grading and standardization of agricultural produce.
  • To arrange and organize seminars, workshops, camps, conferences and exhibitions in the state on agricultural marketing.
  • To grant subsidy and loans to needy market committees for the purpose of this Act.
  • To provide technical and legal assistance to the market committee on request.
  • To promote and assist marketing of agricultural produce in areas where there is no regulation of market under this Act.

ACTIVITIES OF THE BOARD(GSAMB) :

Although main activity of the board is to carry out all activities pertaining to development of APMCs in the state, in due course of time, with the growing role and importance of agriculture marketing, it has undertaken several activities under its umbrella like. Salient activities undertaken in recent years are summarized as under,
  1. Training to employees and office bearers of APMCs.
  2. Participation in state level, national level exhibitions and seminars.
  3. In past the Board undertook foreign tours of Israel, USA and European countries.
  4. Organized seminar on the impact of WTO on agricultural marketing in April, 2001 at Tithal , District - Valsad.
  5. Organized state level discussion on new fronts of APMCs Model Act in the presence of Hon'ble Chief Minister, Gujarat State.
  6. Central assistance the Board in collaboration with the Cotton Corporation of India Ltd. has implemented to improvise infrastructure facilities like providing fire fighting equipments, auction platforms for cotton, open shed, canteen, compound wall, providing fodder for cattle of farmers & rest house for the farmers for selected six to eight APMCs every year. During last 3 year Board has been able to get approved 33 projects of TMC at an investment of Rs. 60 crores and ranks. First in all over the country.
  7. Computer network connection to APMCs in "Agmarknet” scheme to provide computers with the help of Directorate of Agricultural Marketing, Government of India. At present all APMC cover the computer & internet facilities.
  8. One of the seven promoters in establishing on-line commodity exchange Board of India. Other participants are NAFED, Central Warehousing Corporation, Gujarat Agro Industries Corporation and National Institute of Agricultural Marketing (NIAM).
  9. Participated in the Agmark Exhibition in Rajkot & Kadi.
  10. Registering authority for contract farming
  11. Single window clearance agency for accepting quarterly returns and payment from private license holders like direct marketing, common license, e-markets
  12. promotion activity for contract farming
  13. Translation of GOI scheme into vernacular language
  14. Preparing and printing of post harvest commodity profiles of 5 commodities
  15. Organizing training for office bearers and staff of APMCs
  16. Monitoring and Nodal agency for grants recd. For development of APMCs from central /state govt. schemes like RKVY, Infra. Scheme of GOI, APEDA, TMC, etc.
  17. Nodal agency for group insurance scheme for staff of APMCs
  18. Preparation of project proposals and getting sanction from SLSC for RKVY projects for development works to be carried out in APMCs.

NEW INITIATIVES BY GSAMB :

  • Under Technology mission on cotton mini mission III – 46 special cotton markets have been established to provide dirt free yard with auction shed, Pucca road, laboratory, farmer information center and firefighting systems.
  • Under RKVY 2007- 08, grant of Rs. 324.56 lacs is given for creating basic facilities in economically weak APMCs (C and D category) situated in upcountry / at taluka level. 93 APMCs have been given grant under this scheme.
    • 78 - Electronic weighing system,
    • 38 - Auction sheds,
    • 41 - Sanitary facility,
    • 68 - Drinking water facility and
    • 19 - Admn. Office.
    1. Under RKVY year 2008-09 for the first time in Gujarat, state of the art export facility centers for fruits and vegetables- especially for mango and banana is set up in the premises of 1. Talala (Gir) 2. Anjar and 3. Rajpipla (tribal) at a cost of Rs. 450.00 lacs each. With this facility, farmers will be encouraged to produce better quality of Kesar Mango and tissue cultured Banana so that fruits can be scientifically ripened, washed, graded, waxed and packed for export and fetch better price to the farmers.
    2. In the year 2008-09 under RKVY, 10 pilot units of Multi-commodity grain cleaning & sorting facility in APMCs was set up at a cost of Rs. 76.500 lacs each. Tharad, Jhalod, Himmatnagar, Savarkundla, Savli, Jam khambhaliya have been putting up units in first phase.
    3. In the year 2008-09 again more facilities like, 11 Cold storages, 72 Godown units, 41 solid waste management system and 19 new market yards were created at a total cost of Rs. 5150.00 lacs to modernize and strengthen the marketing infrastructure in the state. Most of the work in completed and some are in progress.
  • More development was undertaken under RKVY in 2009-2010 and 2010-2011 and in the current year too projects worth Rs. 59 crores were undertaken by GSAMB for the modernization and up gradation of facilities in APMCs. There is allround development of APMCs in the state since 2008 under various schemes of GOI like AGMARKNET, MRIN, INFRA, APEDA, NHM, etc and under state plan of govt. of Gujarat. The major development has been under RKVY. The detail of new initiatives undertaken by GSAMB under RKVY is shown in the table below.
